Emrus Sihombing: Abrolnya Konstruksi, Dua Menteri Harus Meletakkan Jabatan

Menyedihkan dan memprihatinkan pengelolaan konstruksi di Indonesia. Kurang dari rentang satu bulan terakhir ini, tiga peristiwa runtuhnya bangunan konstruksi di ibukota dan di bandara internasional Soekarno-Hatta yang dimuat di berbagai media, yaitu ambrolnya tembok di jalan perimeter bagian selatan Bandara Soekarno-Hatta, Cengkareng; Crane Ambruk di Proyek DDT PT KAI Matraman; dan ambrolnya kanopi Bursa Efek Indonesia (BEI) Tower II di Kawasan SCBD, Jakarta Selatan.

Tiga persitiwa ini menelan korban meninggal sia-sia serta luka-luka parah dan ringan. Keluarga yang ditinggal pasti dalam kesedihan. Ini tidak boleh terulang.

Tiga peristiwa yang seolah beruntun ini, menunjukkkan manajamen konstruksi kita di Indonesia, khususnya bidang pengawasan konstruksi bangunan, sangat buruk dari kementerian PUPR dan Kementerian BUMN. Sudah jamak analisis dari pakar konstruksi yang menjelaskan bahwa manajemen konstruksi tidak berjalan semestinya.

Bahkan ada yang mempertanyaan bagaimana proses pengadaan barang dan jasa dalam bidang konstruksi tersebut. KPK perlu turun untuk memastikan bahwa pengadaan barang dan jasa dalam bidang konstruksi berjalan dengan baik atau terjadi kemungkinan kong kalikong.

Minggu lalu, Tim ahli dari Lembaga EmrusCorner melakukan analisis dan sangat persuasif mempertanyakan (sudah di-release) siapa yang bertanggungjawab atas kegagalan menajemen konstruksi kita di Indonesia, agar pihak-pihak yang bertanggungjawab, misalnya Kementerian PUPR dan Kementerian BUMN, melakukan langkah-langkah antisipatif dan atau evaluasi terhadap seluruh konstruksi yang akan dikerjakan, sedang dibangun, dan yang sudah selesai. Nyatanya, ambrol tembok di jalan perimeter bagian selatan Bandara Soekarno-Hatta.

Oleh sebab itu, malam tadi lewat diskusi yang sangat intesif di Lembaga EmrusCorner sampai pada kesimpulan, yang paling bertanggungjawab atas kegagalan manajemen konstruksi dari tiga peristiwa di atas yaitu dua menteri yaitu, Menteri PUPR dan Menteri BUMN.

Sangat sulit diterima akal sehat bilamana ke depan kedua menteri ini menciptakan argumentasi sebagai tindakan “cuci tangan” untuk menghindari tanggung jawab.

Mengingat ketiga peristiwa ini sangat berdekatan, ini menunjukkan kedua menteri tidak melakukan fungsi pengawasan yang memadai saja pun tidak dilakukan.

Karena itu, sangat wajar kedua menteri sejatinya secara satria dan dalam waktu sesingkat-singkatnya meminta maaf kepada keluarga korban dan kepada seluruh rakyat Indonesia. Setelah pernyataan maaf, saat itu juga kedua menteri sebaiknya meletakkan jabatannya, sebagai salah satu bentuk pertanggungjawaban publik. Jangan menambah beban politik Presiden dengan menunggu reshuffle. Ini tidak baik.

Bilamana kelak ada masalah pelanggaran hukum yang terkait dnegan jabatan kedua menteri, biarkan aparat hukum bekerja secara netral dan professional.
